Users can create new tenants (T1136.003)
Non-admin users can create new Microsoft Entra tenants. The creator becomes Global Administrator of the new tenant, which sits outside your policies.
Why it matters
Tenants that nobody monitors can hold company data and identities. An attacker can also use one to stage activity.

GraphnAI doesn't change Microsoft Entra tenant settings yet.
How to fix it
In the Microsoft Entra admin center, open Users, then User settings. Set Restrict non-admin users from creating tenants to Yes.
